I'll accept that answer - Nor-easter.

These can look similar to a hurricane and form an eye-like structure. But is not a true eye.
 
But you did last time give a very good idea of something floating and being both wet and dry - clouds. It actually is a very interesting answer I didn't think about, and it could be the real answer. I would say give yourself a chance, but of course do however you feel.
And here is a rope, kind sir!
My problem is too many possibilities yet not enough. e.g. I'd dismiss a water fowl because the feathers are not getting wet, they are hydrophobic and repel the water so are dry. I take things far too literally to see the flexible definition that's intended.
With clouds, they are water; how can water get wet? - that's the route my abstractions would run. 😊
