Better Understanding Of The Rating

Anyone familiar with Fanfiction.net and its rating system? I have recently discovered that M is meant for 16 and older. However, I need help learning the difference between it and the dreaded MA rating.
 
Normally it works like this,

Movies
G - All Audiences
PG - Parental Guidance
PG-13 - Strong Parental Guidance
R - Restricted
NR - Not rated

Video Games
E - Everyone
T - Teen
M - Mature
AO - Adults Only (Rare)

TV
TV-Y(7) - Young fastesy +7
TV-G - All Audiences
TV-PG - Parental Guidance
TV-14 - Teen +14
TV-M - Basically an R

There doesn't seem to be a difference between M and MA and R, it seems to depend on the country, what type of media it is and all of them have the recommended age of 17+ or 16+ or some where around there. Content is probably more or less the same though.
