It involves a Creepypasta. Is there REALLY a demon called Aparat?

Depends on what you mean by "really". I don't believe in the existence of demons whatsoever.
But there is no Aparat in Haitian folklore, a quick Google search shows you the only mentions of Aparat are in connection to a creepypasta story. Really, google is your friend.

It involves a Creepypasta.

Creepypastas really are just there as the modern age version of telling a ghost story around a campfire. Even if there are some out there with a few small things cherry picked from other places, doesn't make them any less made up.

People write these things with the intention of creeping people out and hopefully getting others to share them. It's literally in the name 'creepypasta':

Also, Sonic.exe is a very well known Creepypasta. There is even a clone of the game to download. Although it's it well done, the clone will never have the same fear factor as the story did.

Lastly, Slender Man was introduced in 2009 in the Something Awful forums. Slender Man was not well know untill 2012 when Mark Hadley released, "Slender:The Eight Pages".

"Aparat", probably not. Though "Apparatchik" is another matter in the world of political science.

Describing Soviet Russia's "party apparatus". Sometimes used in a cynical manner disparaging communist party bureaucrats who were more concerned with protocol than ideology. A term I learned of some 41 years ago.

Demons? Well, that's a bit much for most any bureaucrat. Or not.
