Apparently some of the more offensive memes are based on minions, which are a set of animated characters from children's films. The minions have yellow skin, typically one eye, are very short of stature, and speak in an incomprehensible manner that sounds similar to baby gabble.
The meme itself is a type of graphic arts project, which uses some popular image, such as the aforementioned minion character, and has a caption, that is intended to be humorous.
There seems to be a very clear division among the modern folk as to whether the memes are socially acceptable or deliberately annoying. For instance, none of the very serious minded technocrats will become my friends because I like cat videos, redneck adventures, and memes of all types. My favorite memes are those which employ very childish humor and often contain deliberate spelling and grammatical errors.
My conjecture would be that to meme someone would involve sending or posting such material.
