Question About Video or Music Editing on a Smartphone or Tablet

I have an artist friend who likes to make videos and also record music on their smartphone and tablet.

They are interested in learning how to edit their videos and songs mostly for length, but also for quality.

They are interested in making short gifs out of their videos as well.

Can a person do these things without downloading a new app?

Does anyone know any good apps from the play store for editing audio and video files?

Adobe allegedly offers a free service allowing video formats to be converted to .gif animations.

Though my understanding in general is that editing video itself on a more sophisticated level takes a multi-threading CPU like an i7. In other words it takes a very powerful computer to do real video editing. (Animated .gif files are relatively simple in comparison.)

Not sure about Android or tablet formats when it comes to audio editing. I use the freeware program "Audacity" in both Windows and Linux. And I know they also port to Mac as well. Wouldn't use anything else to edit and create MP3 files.
