Any recommendations for good page reader software?

In this video the virtual voice is going pretty fast but you can tweak the speed down a little so it will sound more coherent and natural. Recently the David voice is good enough to not be annoying and doesn't greatly disrupt focus. It's difficult finding a good page reader unless you choose to use windows 10...

What i want to know is, how could i get the david voice and the same functionality options from windows (such as reading pages in websites and tweaking speed) on an OS that is not Win10? Preferably, not messing with registries...

I've tried using the built in narrator on a couple of different operating systems however they don't have the option / settings that would allow one to read webpage contents, bodies of text.

If one has to go with a third party software what would you suggest? Looking for something that is natural sounding an equal comparison (or greater) to the current win10 david voice.

also not looking for copy and paste readers with character limits since the free voices are terrible in most if not all... and it's a huge hassle to copy and paste 20+ pages of paragraphs back and forth. Breaks focus
