Streaming while driving

It's not. Nor is traveling above the posted speed limit, nor (in some states) turning without using a turn signal, nor following another vehicle too closely. But people do all of these things. Not to mention texting while driving.
 
Streaming while driving is a bad idea. I'm not sure if you mean like the camera facing at the person or to the road. With the latter, they'd be showing several people's lincense plates to potentially thousands of people.
 
In Washington state, one may require a permit to drive across a stream per the Revised Code of Washington.

Driving across established ford.​

The act of driving across an established ford is exempt from a permit. Driving across streams or on wetted streambeds at areas other than established fords requires a permit. Work within the ordinary high water line of state waters to construct or repair a ford or crossing requires a permit.

I believe you can get a ticket if the authorities see anything illegal in a video or photo... Be careful what you post
 
Something becoming much more common is dash cams, a bit smarter than trying to hold a phone up while driving.

 
Not legal. Drivers using their phones and distracted by their viewing screens are incredibly dangerous.
 
I've seen people live streaming on a phone on a stand, while driving and reading comments. it's ridiculous and theyre completely indignant when I point out how dangerous it is and I'm a 'troll'

Apparently (In Ireland at least) having the phone on a stand makes it legal to stream because it's 'hands free'. Even if youre reading chat.
