Answer a QUESTION with a QUESTION

Is an "insinuation" the same as an "accusation" except that an insinuation is made from a place of concealment and an accusation is made out in the open?
 
If one imagined that the vast, unimpeded sky contained nothing at all, other than a single albatross, would one not respond to the question asked by saying "just an albatross;" whereas if one believed that there were more things than a single albatross, and also that albatross, would such a one not respond with "amongst other things, an albatross," assuming for a moment somebody is that interested in albatrosses?
