In my area at least while trick or treating is primarily for kids we don't turn away anyone. In fact in the lead up to Halloween you see lots of posts basically saying "It doesn't matter who it is, how old they are, or if they don't have a costume, if they show up at Halloween you give them candy". Now it really is directed at the older children ie High School age who some would think shouldn't be but hey, better they go out looking for candy on Halloween than getting into trouble.
