Don't get me on "that is not a meme". I have a passion about that. And it is not pleasant to behold.
It is a bit like God and god. Formal (franchises (copyrighted characters) and informal (original content). OC or oc, not just in relation to memes.

That's the problem with acronyms. Multiple means defined and/or determined by the source and/or context.

An "original character" created by the author, they may be a totally made up character or based on a living person. OC's are a creative way of expanding a fandom bringing their writer's own personal touch on a fandom.
This definition is circa 2016 and does not include visual art extrapolations.
My faithful Merriam-Webster and Oxford dictionaries failed me utterly in just listing abbreviations for on course, off course, off center, etc...also Office of Canada.
