If you think about it, cloth holds moisture. If you're talking about ordinary cotton/synthetic blend pants, they will absorb lots of water and hold it against your skin, and once you get inside, they'll stay wet and keep you cold. Synthetics are better, wool is better still. Rain pants would be a different matter. Not really inconsistent. More practical. Your feet, torso, and head are where you lose the most heat. Keep the core warm and the rest will take care of itself. If a person feels comfortable in a particular outfit, that will outweigh the small amount of heat lost through the legs.I really feel the cold so I would not be wearing shorts in winter. I do find it odd some people will wear multiple layers up top combined with shorts. But then it’s their choice to put on inconsistent attire.
