People are lazy. They do it because they can, and because often the nearest pedestrian crossing is a hundred metres or so down the road, but even if it's 10 metres, they will still do it, because they are intent on getting from A to B via the shortest route, and that's their mindset. Rules and regulations don't mean much where I live.
Even at pedestrain crossings where drivers are obliged to give way to pedestrians, they don't. Even when there is a green man, they don't, so it becomes a battle of wills: pedestrian v. motor vehicle.
My favoutite place for crossing the road is Bucharest. At one place in the city, there is a pedestrian crossing across a major, busy road. It looks scary to cross, it looks like the traffic will never stop, but when you do start to cross, all the traffic comes to a halt, just for you
