Paying "extra" for most anything rubs me the wrong way unless it offers a substantial advantage of one kind or another.

Though seriously, "premium" anything sounds like a bad proposition when it comes to government expenditures over non-critical necessities. Precisely the sort of thing fiscal conservatives use to make the most of an election cycle.
