And the reason no one has come to inspect this situation?

Why is that?

If this torments you, causes you anxiety, and you don't own the building,
who is responsible for upkeep?
Not housing association policy. If I have pests they send pest control round.
Not for dead ones though.
Housing association own building, they said I could have permission on this occasion to go into thier loft, but its huge and plasterboard floors and I am clumsy, so I just poked my head in.
Live pests? yes they will, dead ones, no.

I don't know how to describe it, they have teams so would need a specific problem, for example, if I said, oooh I can smell a strong paint smell (I am housebound) they would say, "Ah yes, we have been painting your stairwell."
